Mark has been involved in the South African power sector for the past 20 years, during which time he has led numerous advisory processes on power and other infrastructure matters for national government departments, development agencies and local municipalities. He served on the National Electrification Forum (NELF) in the early 1990’s, edited the 1998 White Paper on Energy, was a member of the Ministerial Advisory Forum on EDI Restructuring, and led the team advising EDI Holdings’ on its legal strategy.
For the past five years Mark has been involved on the commercial side of independent power producer initiatives in Southern Africa. As founding CEO of Mbane Power, a black economic empowerment firm, he was involved in the AES Consortium’s tender for the peaker project. He subsequently became Empower’s Regional Director for Southern Africa.
Mark has acted as a specialist advisor on power sector matters to various foreign governments, investment banks, development finance institutions and international investors. He is currently advising Globeleq on its entry into the REFIT programme.

Grové is an infrastructure economist with an engineering and economics background. He has been involved in the power and energy sector for 20 years. He has worked for Eskom; as an energy and power sector researcher at the University of Cape Town; at the National Electricity Regulator (NER); as an industrial researcher at the HSRC; as a policy and economic advisor to Government and the National Energy Regulator of South Africa (NERSA); as advisor to Transnet, Eskom and private sector clients; and as an expert in electricity and pipeline regulatory and tariff litigation. His consulting assignments for NERSA included leading projects on the Eskom tariff reviews, licensing, and advising on the REFIT.
Grové was a founding member of a renewable power trading business, GreenX Energy. His doctorate research investigated power sector project development in the UK and South Africa.
